Road 531 is a lateral road linking the Cross-Israel and Coastal Highways.
Shafir Civil and Marine Engineering Ltd. has overtaken its competitors in the NIS 3 billion PFI tender for Road no. 531. Preliminary review of the bids indicates that Shafir's bid of NIS 2.4 billion is the lowest bid, followed by the bids of Danya Cebus Ltd. (TASE: DNYA) and the Sharon Road consortium of Housing and Construction Holding Co. Ltd. (Shikun u'Binui) (TASE: HUCN) and Ashtrom Properties Ltd. (TASE:ASPR).
Two weeks ago, "Globes" reported that the Sharon Road consortium was in the lead followed by Shafir, although the difference between the bids was small. The first stage analysis of the bids is based on the bidders' financial models, and put Shafir into the lead.
Road no. 531 is a lateral 20-kilometer lateral road linking Road no. 6 (the Yitzhak Rabin Highway, also known as the Cross-Israel Highway) with Road No. 2 (the Coastal Highway), and Road no. 20 (the Ayalon Highway) between Kfar Saba and Herzliya. It is one of Israel's largest infrastructure projects, and will include a railway line along its entire route; the cost of building the highway is estimated at NIS 2 billion and the cost of building the railway line is estimated at NIS 1 billion.
