Three MVNO licenses were granted through July.

Independent supermarket chain Rami Levi Chain Stores Hashikma Marketing 2006 Ltd. (TASE:RMLI) has applied for an mobile virtual network operator (MVNO) license, the Ministry of Communications announced today. Ministry director general Eden Bar-Tal received the application today from Rami Levi subsidiary Rami Levi Chain Stores Hashikma Communications Ltd.

Rami Levi is the ninth company to apply for an MNVO license. Three licenses were granted through July: Ituran Location and Control Ltd. (Nasdaq:ITRN); TASE:ITRN) unit Ituran Cellular Communication Ltd., department store New Hamashbir Lazarchan Ltd. (TASE:MSZB) unit Telecom 365 Ltd., and Free Telecom Ltd.

MVNOs use the infrastructures of current mobile carriers. When an MVNO receives a license, it should open negotiations with a mobile carrier on the terms of their collaboration. If the parties cannot reach a deal, Minister of Communications Moshe Kahlon will have the right to exercise his authority pursuant to the law and set the network use terms for the MVNO from the host mobile carrier. Kahlon has said that he prefers MVNOs to reach deals and rates with the mobile carriers without his intervention.
