Commentary: One, Non-fundamental Part of Assassination Picture

The picture arising from Chapter 4 of the report is that Avishai Raviv fooled his controllers. He led them to provide him with immunity, which allowed him to advance his ideological goals, without coming up with the goods they wanted. Within this framework, Raviv avoided real-time reports of grave incidents, including plans to assassinate the prime minister. The report does not state explicitly that Raviv knew of plans to assassinate Rabin, but does wonder how he could not have known, if he was in close contact with Yigal Amir, who did not hide his intentions from his friends.

The committee of inquiry does not accuse the GSS of activity designed to besmirch the right, but criticizes its ignorance of the effect of Raviv’s activities on legal political organizations. The committee essentially concludes the GSS cannot be accused of political provocation, and that a series of errors in controlling Raviv created "a misleading picture that Raviv and his supervisors had identical interests". Nonetheless, the committee determines that Raviv’s controllers could not allow themselves to ignore the provocation he conducted.

The committee sufficed with determining that Raviv’s supervision was ineffective. But the report does not determine that his activity should have been halted, and even acknowledges the value of the reports he provided. The only initiative associated with the GSS concerning the provocation is instruction to write slogans against the peace process.

The committee determined that the GSS estimated that Raviv’s effectiveness outweighed the damage from his activities, and therefore continued to make use of him. Such an assumption would have caused many good secret services to act in the same manner, in places where it is difficult to draft many agents. The parts of the report that deal with the possibility of a conspiracy between the GSS and Yigal Amir are not mentioned in the chapters released for publication, and the nonsecret portions of the report published upon its completion, already excluded the possibility.

Tthat publication of the report should significantly occupy the public mind is natural, but we must remember that this is only one portion of the assassination picture, and not the fundamental one. It cannot be claimed that the Rabin’s assassination stemmed from the cluster of provocation Raviv carried out under GSS patronage, and possibly with the organization’s agreement. As was already reported, Amir based the assassination on the "Law of the Pursuer" ruled by some West Bank rabbis.
