The new communities were approved because of their special character.

The housing cabinet, headed by Ministry of Finance Moshe Kahlon, today approved construction of four new communities in the Negev and the Galilee: Ir Ovot in the Arava, Daniel west of Ofakim and adjacent to Aleh Negev-Nahalat Eran, Nitzanit near the Nitzana youth village, and Shibolet in the southern Galilee. The Ministry of Construction and Housing has been the leading promoter of the new communities.

Cabinet approval essentially validates the decision by the National Board for Planning and Building, which has declared its clear preference for strengthening the urban fabric of existing urban communities, preventing suburbanization, and refraining from construction of new communities, but nevertheless regards the four approved new communities as exceptions to this attitude.

What is special about Shibolet (350 housing units) and Daniel (500 housing units) is that 20% of the people who will live in them will be people with disabilities. The two communities were approved because of their special character and because of the fact that they are adjacent to existing communities. Ir Ovot (500 housing units) is designed to help the Bedouin population move to permanent residences and Nitzanit is designed to become a service center for all the communities around Nitzana.
