Tender awarded for Jerusalem gov't offices

Africa-Israel Properties and Danya Cebus won a BOT tender for two, 24-floor, office towers.

Danya Cebus Ltd. (TASE: DNYA) and Africa-Israel Properties Ltd. have won the Ministry of Finance Government Housing Administration tender for the planning and construction of Jerusalem's district government complex. This is a build, operate, and transfer (BOT) project, to be operated by Africa-Israel Properties for 22 years. Danya Cebus will build this project for Africa-Israel, over an estimated 42 months. These two companies have overcome other bidders, such as Shikun & Binui Holdings Ltd. (TASE: SKBN), together with Solel Boneh Infrastructures Ltd., Ashtrom Group, Minrav Projects in cooperation with Electra, Shapir Engineering and Afcon Holdings Ltd.

The new complex will be built on a 10 dunam (about 2.5 acre) plot between, Shazar Street, Jaffa Street and Nordau Street. The plot is zoned for 53,000 square meter office and commercial space, in addition to 416 parking spaces in five underground floors and 27,000 square meter storage areas and reinforced spaces that will enable government offices to continue operating during emergencies. Above the parking floors, a commercial floor and three floors for public reception will be built, with the two towers, 24 floors each, constructed above.

The complex will concentrate most government ministry activity currently spread over Jerusalem. The offices expected to move to the new complex include: the Ministry of Construction and Housing, Ministry of Immigrant Absorption, Ministry of Justice, Population and Immigration Authority, Ministry of Interior, Ministry of Environmental Protection, Ministry of Health, Ministry of Economy, Employment Services office, Ministry of Education, Enforcement and Collection Authority, Ministry of Finance Retirement Administration, Israel Meteorological Service, Survey of Israel, Electricity Authority, Israel Land Authority and more. The project was designed by the The Kolker Kolker Epstein Architects office, which has designed government buildings in Jerusalem in the past, such as the Ministry of Foreign Affairs building, Jerusalem Municipality building, Habira Towers, Generi Building 2 in the National Precinct and the State Comptroller building.

Africa-Israel Properties Deputy CEO Avi Barzilay says that the company, together with Danya Cebus, has implemented many BOT projects, such the student dorms in Jerusalem, the Tel Aviv government complex, Highway 6, together with its partners, the Beersheva prison and is currently close to completing the large parking lot project in Tel Aviv's Ramat Hachayal for the Tel Aviv Municipality.

Danya Cebus CEO Ronen Ginzburg adds that the company has carried out complex projects in similar tenders it was awarded together with Africa Israel Properties, such as the renovation of the Bank of Israel building, awarded one year ago, and the Ministry of Justice construction tender, awarded several months ago. At present, the company is a bidder in further tenders, such as the Ministry of Finance tender for the building of a government complex in Nazareth Illit and the Ministry of Defense ICT campus tender.
