Leumit Health Fund faces most complaints

Most complaints against all health funds involve denying drugs to patients.

Leumit Health Fund has the ignominious distinction of having the greatest percentage of complaints, relative to size, among Israel's four health funds, according to the Ministry of Health public complaints commissioner's report for 2007-08.

Meuhedet Health Fund was in second place in terms of ratio of complaints to number of members, followed by Clalit Health Services. Maccabi Healthcare Services had the fewest complaints relative to size.

Leumit had 2.09 justified complaints per 10,000 members, while Maccabi had 0.68.

Maccabi director general Dr. Ehud Kokia said, "We're pleased to prove that Maccabi members are the most satisfied. It's important to us to continue to learn from every complaint in order to further improve."

Leumit said in response that many complaints concerned imaging tests, and that, in 2009, it made administrative changes in the medical division in order to improve service.

Most complaints received by the Ministry of Health are about the health funds' refusal to give members various drugs, despite their inclusion in the basket of healthcare services.
