Justice Ministry wants State Comptroller to oversee JNF

Justice Minister Tzipi Livni: One of the guarantees of the existence of a proper democratic regime is found in the exposure of institutions with executive roles to criticism.

The Ministry of Justice has distributed a memorandum of a law which would allow the duties of the State Comptroller's office to include overseeing the Jewish National Fund (Keren Kayemet le-Israel). The memorandum was distributed at the initiative of Minister of Justice Tzipi Livni.

The memorandum said, "The foundation of the aims and roles of the JNF since its establishment have been an overall national mission to manage the lands owned by the Israel Land Administration (ILA) and fulfill public roles of importance and operate authorities that are clearly state authorities that if not implemented by the JNF would be implemented by state institutions."

The memorandum added, "JNF fulfills a clear public role in all matters regarding the develop of agricultural areas in the periphery and is involved in developing and building villages and infrastructures."

Livni said, "One of the guarantees of the existence of a proper democratic regime is found, among other things, in the exposure of institutions with executive roles to criticism."
