1,150-home neighborhood to replace Kfar Saba factory

The Caniel factory will be converted into a residential neighborhood with adjacent commercial space.

The Kfar Saba local planning and building committee approved on Tuesday a plan to build 1,150 homes in the Caniel complex in the northwestern part of the city. The complex currently houses the Caniel can factory which is owned by Big and Ehud Ben-Shach, and a mixing plant for animal food owned by Y. Brown & Sons.

Another portion of the property is owned by the Kfar Saba municipality and houses a municipal water facility. The plan was put forth by the municipality and the private owners and designed by Gil Shenhav from Canaan Shenhav Architects.

The plan was transferred to the central district planning and building committee. The 1,150 homes will be built as 3-5 room apartments in 22-story buildings alongside construction of buildings up to 7 floors (with underground parking garages).

The municipality approved the plan on the condition 105 of the apartments will be sold as affordable housing for local residents.

The plan also calls for building 90,000 square meters of commercial and employment spaces. Nearly half the land some 12.5 acres will be allocated to public lands and buildings, 30% will house the residential areas, and the remaining 20% will go to commerce and employment.

The parcel is north of the Green Kfar Saba neighborhood, which is expected to eventually host 5,000 homes.

However, since the neighborhood was opened, residents have voiced concerns over pollution from the Caniel factory, which is less than a kilometer from the neighborhood’s northern towers. The municipality asked to advance the construction plan in order to rezone the land from industrial to residential and commercial. An expert on soil pollution will provide his professional opinion on the quality of the land as part of the approval process for the plan.
