The Committee for Priority Housing Zones, headed by Ministry of the Interior director general Dr. Shuki Amrani, has decided to deposit for objections from the public a plan to construct a new residential neighborhood in northwestern Herzliya. The planned construction is north of the Nof Yam neighborhood, near Apollonia National Park. Under the plan, the neighborhood will have 3,000 housing units of high-density construction, including 20% small housing units, plus business, commercial, hotel, and public space.
The plan, initiated by Israel Land Authority (ILA) with the support of the Herzliya municipality and the Israel Nature and Parks Authority, involves a 916-dunam (229-acre) site, part of which formerly housed facilities belonging to Israel Military Industries Ltd. (IMI). The plan includes a number of residential compounds adapted to the nearby areas. The sites near the Apollonia fortress and the Nof Yam neighborhood include low-density construction, while the northern compounds are planned for residential construction of up to 26 storys. The plan includes 60,000 sq.m. of business space and 20,000 sq.m. in commercial space around the entrance to the neighborhood. A municipal plaza is planned in the middle of the neighborhood, and three nearby hotels are being proposed.
The ILA has been preparing the plan for years, together with a risk survey for the site, given the presence there of industrial plants. In contrast to the national park area, most of the neighborhood will be built where the Ministry of Environmental Protection has found no pollution.
The plan will now be transferred to the National Planning and Building Commission for the purpose of obtaining authorization for an exception from the National Outline Plan 35 restrictions, and to the Protection of the Coastal Environment Committee, because the project is located within 300 meters of the coastline.
